Since 1963, the Munich Security Conference (MSC) has taken place annually in Munich, Germany. The motto of the conference, formerly known as the Munich Conference on Security Policy, is “Peace through Dialogue.”Russia was not invited to the MSC in 2023 for the first time in two decades. The 2023 Munich Security Conference was not only the first with top Chinese representation following the COVID outbreak, but it also featured Taiwanese participation for the first time in years. Blinken assured Wang that the United States is not looking to engage in military conflict with China.

Russia fires rockets on Ukrainian towns on Christmas

The war on Ukrainian towns did not pause for Christmas despite Russian President Vladimir Putin saying he was open to negotiations, with his forces launching more than 40 rockets attacks on Christmas Day, Ukraine’s military said on Monday. “Russia single-handedly attacked Ukrainian towns and is killing citizens,” the adviser, Mykhailo Podolyak, said on Twitter. Ukrainian forces launched attacks on almost 20 Russian targets, it said. The Iskander tactical missile systems and the S-400 air defence systems that Russia has deployed to Belarus are fully prepared to perform their intended tasks. The S-400 system is a Russian mobile, surface-to-air missile interception system capable of engaging aircraft, UAVs, cruise missiles, and has a terminal ballistic missile defence.

Wagner chief slams ‘bureaucracy’ slowing Russian offensive

The head of Russia’s mercenary outfit Wagner said on Thursday it could take months to capture the embattled Ukraine city of Bakhmut and slammed Moscow’s “monstrous bureaucracy” for slowing military gains. Book group reorganizedGibbs Library’s recently reorganized book group met last week after a long hiatus due to various COVID-19 restrictions. Library director Misty Darton made sure everyone who wanted a copy to read beforehand had one. The Gibbs “No-Name” book group meets monthly on the third Wednesday at 6 p.m. in the library. The program was initiated in 2005 and complements the Maine Student Book Award program for grades four through eight. Each week two of the ten books on the state Chickadee book list will be read with follow-up activities.

Council swear-in ceremony set for Nov. 7

The council member-elect’s days in the audience are drawing short as she will be sworn in at 8 a.m. on Nov. 7. “By law, the new council takes office on the first Monday of November,” City Manager Sam Gaston said. Then usually they make a bunch of appointments, probably reappointing the city manager, the city clerk, the city attorney and the city judge. If we needed a sixth one, which we don't know for sure, we would add that next fiscal year,” the city manager said.
