OTTAWA—Ontario Provincial Police intelligence officers warned of growing “anti-police sentiment” and increasingly confrontational tactics by so-called “Freedom Convoy” protesters on Feb. 14, the day the federal government invoked the Emergencies Act, a new document at the federal inquiry shows. Released publicly Wednesday, the OPP intelligence assessment warned how volatile the convoy occupation in the nation’s capital had become, and said the previous weekend’s clearance of protest blockades at Windsor’s Ambassador Bridge was unlikely to deter them. It determined that, more than two weeks into the Ottawa occupation, there were approximately 500 “transport trucks” stationed in the streets around Parliament Hill. Around 2,200 police officers helped clear the occupation in Ottawa over three days, starting on Feb. 18, the inquiry has heard. The federal government revoked the special powers under the Emergencies Act on Feb. 23.
